Public Hearing Notices

The City Clerk's office issues public notices to keep Winterville citizens informed of government or government-related activities that will affect their everyday lives. Public notices provide transparency and accessibility to citizens, which helps the electorate make well-informed decisions.

Public notices are posted at City Hall, and are posted below as well as on Facebook. The City of Winterville will publish hearing notices in the Winterville Gazette when possible.

The City Clerk's office is responsible for placing public notices.

PUBLIC NOTICE

The City of Winterville, acting by and through the Mayor and City Council of Winterville, desires to amend of the Charter of the City of Winterville pursuant to its authority conferred by the Constitution and the Laws of Georgia.  The purpose of this amendment is to remove the Charter’s restrictions that prevent the Mayor and City Council from granting licenses to sell malt beverages and wine within the City of Winterville.  Therefore, the Mayor and City Council of Winterville propose that Section 25 of the Charter of the City of Winterville be amended to delete the following from Section 25 in its entirety:

The Mayor and City Council shall be forever prohibited from granting license in any form to anyone to sell spirituous, vinous, malt or other intoxicating liquors within said City of Winterville, and the said Mayor and City Council shall have right and authority to pass an ordinance prohibiting anyone from keeping any kind of intoxicants for the purpose of illegal sale within the corporate limits of said city.
And to substitute the following words in lieu thereof:

The Mayor and City Council shall forever be prohibited from granting licenses or permits in any form to anyone to sell distilled spirits within the City of Winterville.  The Mayor and City Council shall be authorized to grant licenses or permits to persons to sell or manufacture malt beverages or wine within the City of Winterville in accordance with the laws of the State of Georgia and any rules, regulations and ordinances enacted by the City of Winterville.

Any portion of that Charter in conflict with this ordinance amending the Charter of the City of Winterville will be repealed upon final adoption of the amending ordinance. 

Public Hearings on the ordinance amending the Charter of the City of Winterville will be held at the Mayor and City Council’s regular meetings on March 10, 2020 on April 14, 2020, both of which will be held at Winterville City Hall, 125 N. Church Street, Winterville, Georgia 30683 at 6:30 PM.  A copy of this ordinance is on file with the Winterville City Clerk and the Clerk of Superior Court of Athens-Clarke County for purposes of examination and inspection by the public.  A copy of the proposed amendment is available upon written request to the Winterville City Clerk, Wendy Bond, 125 N. Church Street, P.O. Box 306, Winterville, GA 30683.

The City of Winterville has tentatively adopted a millage rate which will require an increase in property taxes by 6.54 percent. All concerned citizens are invited to the public hearings on this tax increase to be held at City Hall on Tuesday, July 2, 2019, at 5:00 pm. All interested parties wishing to address the Mayor and City Council must sign up to speak in advance of the hearing.

PUBLIC NOTICE

The City of Winterville, acting by and through the Mayor and City Council of Winterville, desires to amend the Charter of the City of Winterville pursuant to its authority conferred by the Constitution and the Laws of Georgia.  The purpose of this amendment is to repeal Section 34-101 and Section 34-103 of the City of Winterville Municipal Code and adopt the following state minimum codes: International Building Code (ICC); National Electrical Code (NFPA); International Fuel Gas Code (ICC); International Energy Conservation Code (ICC); International Fire Code; and International Property Maintenance Code (ICC).  Public Hearings on the ordinance amending the Charter of the City of Winterville will be held at the may and City Council's agenda setting on November 6, 2018 at Winterville City Hall, 125 N. Church Street, Winterville, GA 30683 at 5:30 PM. The purpose of the hearing is to receive input from the public on the proposed Amendment. All those having an interest should be present.
