In accordance with the requirements of O.C.G.A. 36-66-1 the ‘Zoning Procedures Law’, the Planning and Zoning Commission of the City of Winterville, Georgia will hold a Public Hearing on November 7, 2022 at 5:30 pm at Winterville City Hall, 125 N Church Street, in Winterville. The purpose of the Public Hearing is to receive public input and to make a recommendation to the Winterville Mayor and City Council for the rezoning of property located at 301 Athens Road County Parcel # 283A4 F013, from C-1 to C-PD (Commercial – Planned Development); 145 Cherokee Road, County Parcel # 283 A4 F015 from R15-H to C-PD, and 485 N Main Street 283A4 F012 from R-15H to C-PD. All interested parties wishing to address the Planning and Zoning Commission about the proposed amendment must sign up to speak in advance of the hearing.
Chairman Watwood called the public hearing to order at 5:30 PM.
Josh Koons, Koons Environmental Design, made a presentation for the owner/developer for the project in two (2) phases.
Two (2) residents of the city signed up to speak. They were each given three (3) minutes to speak. All questions were answered and comments accepted.
Chairperson Watwood closed the public hearing at 5:48 PM.
Regular Meeting:
Chairman Watwood called the meeting to order at 5:48 PM.
Minutes: Member Field moved approve the September 7, 2022 and October 3, 2022 minutes. The motion was seconded by Member Dawson and approved unanimously.
Old Business:
New Business:
1. Member Halstead moved to approve Phase I of the project, consisting of the rezoning of the 301 Athens Road Property from C-1 to C-PD; 385 North Main Street from R15-H to C-PD and 145 Cherokee Road from R15-H to C-PD with the condition that only Phase I be approved. Phase II will be tabled until more information is received and requirements are met. The rezone request will be forwarded and recommended to Mayor and Council to set another Public Hearing and vote to table, deny or approve. The motion was seconded by Member Field and approved unanimously.
2. Member Halstead moved to approve the demolition of 134 Henry Meyer Road pending the results of an asbestos report by the contractor. The motion was seconded by Member Field and approved unanimously. HPC has formerly approved this request.
3. Member Dawson moved to approve a building permit application submitted by Margaret Wagner, 130 Winter Hills Drive, to rebuild their home destroyed by fire. The motion was seconded by Member Halstead and approved unanimously.
4. Chair Watwood explained to Bonifacio Alverez, 115 Winter Hill Drive, the need for more detailed drawings, measurements and information before approving their application for a porch addition.
Having no further business, the meeting adjourned at 6:25 PM.
