Minutes July 9, 2024
The Mayor and City Council held the regular City Council meeting on Tuesday July 9, 2024 at 6:00 pm at Winterville City Hall.
Mayor Ferrelle called the meeting to order at 6:03 pm. Also present were Melissa Metzger, Jonathan Mosley, Tina Mills, Bruce Johnson, Municipal Clerk Wendy Bond and City Attorney David Ellison.
The Pledge of Allegiance was recited.
Approval of Minutes:
Councilperson Johnson moved to approve the minutes of June 11, 2024 with one correction. The motion was seconded by Councilperson Mosley and approved unanimously.
Unfinished Business: None.
New Business:
The First Item of New Business: Councilperson Metzger moved to adopt the 2.9 millage rate. The motion was seconded by Councilperson Johnson and unanimously approved.
The Second Item of New Business: Flock Cameras. Councilperson Johnson moved to table to approval of the flock cameras until further notice. The motion was seconded by Councilperson Metzger and tabled unanimously.
The Third Item of New Business. Public Works Truck. Councilperson Mills moved to approve up to $53,500 in SPLOST2020 funds for a new Public Works truck. The motion was seconded by Councilperson Mosley and approved unanimously.
The Fourth Item of New Business. Firehall Door. Councilperson Metzger moved to approve up to $7,225.00 in a combination of funds from either/or SPLOST 2020, the General Fund or ARPA to repair/replace/enlarge the opening of the firehall bay. The motion was seconded by Councilperson Johnson and approved unanimously.
The Fifth Items of New Business: Business License Applications for two (2) Air B&B’s. Mayor Ferrelle excused himself from the room for this business/vote. Mayor Pro-Tem Johnson called for a vote. Councilperson Metzger moved to approve business licenses for David Watwood, Winterwood Cottage and Cameron Ferrelle, for each to run an Air B&B business. The motion was seconded by Councilperson Mosley and approved unanimously.
Mayor Ferrelle returned to the room and resumed presiding over the meeting.
Committee Reports:
Public Finance (Johnson & Mosley) Councilperson Johnson reported Clerk Bond has provided financial statements through June 30, 2024. The statements are available for review by the public upon request.
Public Safety (Metzger & Mosley)Fire Department – Chief Michael Gabriel submitted a call report.
Public Works (Johnson & Mills) –
Communications Committee (Metzger & Mills) – Councilperson Metzger gave a report.
Winterville Cultural Center – Diana Hartle gave a verbal report.
Dr. Museum Report – Jonathan Scott gave a verbal report.
Marigold Market – Sarah Hovater submitted a written report.
Library Report – Deirdre Murray was not able to attend.
Clerk’s Report – No report.
City Attorney’s Report – No report.
Mayor’s Report – Mayor Ferrelle gave a verbal report.
Firefly Local Action Committee – No report.
Public Comment – Michael Gabriel has been a member of the fire department for 29 years today. Anita Turlington is making plans for Charter Day, August 11, 2024.
Mayor Ferrelle closed the meeting at 6:36 pm.
