Minutes for October 7, 2024 Planning and Zoning Commission Meeting

Regular Meeting

Monday, October 7, 2024 - 5:30 P.M.

 

Members Present:                              

                                    Andy Dawson (Served as Chair)

                                    Collin Field

                                    Patrick Valentine

                                    Harry Spratlin

                                    Kim Burch, Chair (Attended remotely by phone)

                    

Regular Meeting:

 

Chairperson Dawson called the meeting to order at 5:30 p.m.

 

Minutes:  Member Field move to approve the Minutes of September 4, 2024. The motion was seconded by Member Spratlin and approved.

 

Old Business:  

1.         Member Valentine moved to approve a business license application submitted by Luis Martinez,  Foamguard, LLC, 115 Winter Hill Drive. It will be recommended to Mayor and Council for final        approval.

 

New Business: 

 

1.         Shane Carson, Straight Line Surveying, Inc., 282, 284, & 286 Lakeview Drive –Member        Field moved to approve a revised plat as presented. The motion was seconded by Member Valentine and passed.

 

2.         Matthew Osburn, 288 N Georgia Avenue – Matthew Osburn submitted an application for short term rental of his personal home. Member Valentine move to approve the application as presented. The motion was seconded by Member Field and passed.

 

3.         Tom and Tish Santosky, 201 & 207 S Church Street – Mr. and Mrs. Santosky came before the committee to inform them of the progress of demolition of 201 S Church Street and the restoration of 207 S Church Street. They are awaiting the results of asbestos testing on the   structures and how to proceed. No action was taken.

 

4.         Short Term Rental Ordinance Language – The Committee discussed language to amend the zoning ordinance to include the following:

a.         Proof of rental property insurance.

b.         A drawing or plat that shows designated parking areas for renter’s vehicles and number allowed.          

c.         A drawing of showing where renters will be allowed on the property, this should be posted inside the designated rental space.

d.         Any pets, owner or renter, should be secured within the property by proper fencing or a designated area.


5.         The Committee discussed the rezone application from Todd Pulliam.

 

            The committee is requesting conditions to be set upon the rezoning of the property prior to the issuance of a business license.

1.  No outdoor burning (Athens-Clarke County has a county-wide burn ban year-round.)

2.  The business would remain as-is, where-is, and not be used as any other business.           

3. Operation of saw/noise to be between the hours of 9 am – 6 pm only.  

 

 

With no further business, the meeting adjourned at 6:15 p.m.
