The Mayor and City Council held the regular City Council meeting on Tuesday, November 8, 2022, at 6:00 pm at Winterville City Hall. The meeting was streamed live via YouTube.
Mayor Ferrelle called the meeting to order at 6:00 p.m. Also present were Councilpersons, Amanda Mooney, Melissa Metzger, Bruce Johnson, Timothy-Pierce Tomlin, Municipal City Clerk Wendy Bond, and City Attorney, David Ellison.
The Pledge of Allegiance was recited.
Approval of Minutes:
Councilperson Pierce-Tomlin moved to accept the regular minutes of October 11, 2022 as presented. The motion was seconded by Councilperson Johnson and the minutes were approved unanimously.
Unfinished Business:
None.
New Business:
The First Item of New Business: 2023 Budget. Councilperson Mooney moved to approve the 2023 balanced budget as presented of $1,040,823.00. The motion was seconded by Councilperson Metzger and approved unanimously.
The Second Item of New Business: 2021 Audit. The city auditor has completed and presented the 2021 audit to the city. Councilperson Mooney moved to approve the audit as presented. The motion was seconded by Councilperson Metzger and approved unanimously.
The Third Item of New Business: NEGRC CDBG Grant Application. Mark Beatty was unable to attend the meeting. No action was taken.
The Fourth Item of New Business: NEGRC CDBG Grant Application. Councilperson Johnson moved to postpone this item. The motion was seconded by Councilperson Pierce-Tomlin and postponed unanimously.
The Fifth Item of New Business: Marigold Collective Proposal. Councilperson Pierce-Tomlin moved to approve up to $129,144 in ARPA funds for the Marigold Collective Proposal. Council reserves the right to review the commitment after one year and/or revoke the project if it becomes unfeasible. The motion was seconded by Councilperson Metzger and approved unanimously.
Councilperson Pierce-Tomlin moved to approve up to $50,000 of ARPA funds for community initiatives. The motion was seconded by Councilperson Metzger and approved unanimously.
The Sixth Item of New Business: Auditorium Floor Coating. Councilperson Metzger moved to approve up to $1,500 SPLOST 2020 funds for refinishing the auditorium porch. The motion was seconded by Councilperson Mooney and approved unanimously.
The Seventh Item of New Business: Committees. Councilperson Johnson moved to appoint
Councilperson Pierce-Tomlin to the Public Safety and Finance Committees. The motion was seconded by Councilperson Mooney. Three (3) votes were in favor and the motion was approved.
The Eighth Item of New Business: Winterville Wellness. Councilperson Pierce-Tomlin moved to approve up to $1,000 ARPA funds for a beginner martial arts program, to run twice a week for 6 weeks. The motion was seconded by Councilperson Metzger and approved unanimously.
The Ninth Item of New Business: Councilperson Metzger moved to appoint Ande Burke to the Tree Commission as a new member. The motion was seconded by Councilperson Johnson and approved unanimously.
Committee Reports:
Public Finance – Clerk Bond provided financial statements through October 31, 2022. The statements are available for review by the public by request.
Police Department – No report.
Fire Department – Chief Michael Gabriel submitted a call report.
Public Works – Tom Doonan has been busy building a storage and conservation facility for the doctor’s museum. Work continues at the auditorium.
Communications Committee – Councilperson Metzger gave a verbal report. They are coming up with a new version of the Winterville Gazette. Councilperson Pierce-Tomlin reported on the potential of a broadband grant. The Communications Committee is looking for new members.
Winterville Community Center – David Matthews-Morgan was not in attendance.
Dr. Museum Report – Jonathan Scott gave a verbal report.
Marigold Market – Sherrie Anderson was not in attendance.
Library Report – Deirdre Murray gave a verbal report.
Clerk’s Report – No report.
City Attorney’s Report – No report.
Mayor’s Report – Mayor Ferrelle gave a brief report.
Firefly Local Action Committee – No report.
Public Comment – Tina Mills attended a tree conference in Rome, Georgia recently and came away with many ideas for the Tree Commission.
Announcements – None.
Councilperson Pierce-Tomlin moved to adjourn at 6:40 p.m. The motion was seconded by Councilperson Johnson and approved unanimously.
