Our hearts are broken

The collective heart of our community is broken tonight as we mourn the passing of one of Winterville's favorite sons and one of my dearest and best friends, George Chandler.

Flags will be flown at half staff in the City to honor his service to this country and to our community.

2021 Budget Adopted

On October 13, 2020 Mayor and City Council adopted the 2021 draft budget at their regular meeting.

There will be a Public Hearing on Tuesday November 10, 2020 6:30 pm to accept public comment on the proposed budget.

The Future of the Winterville Auditorium

The City of Winterville invites the public to attend a virtual, drop-in, input session via Zoom from 6:30 to 8:30 p.m. on Tuesday, October 6 to discuss how that venue can serve the community.

Upcoming Weather - Hurricane Sally

Dear Wintervillians:

We are watching Hurricane Sally and stand ready.

Equipment has been checked out and fuel has been topped off. We expect heavy rainfall over the next few days so be careful if you must travel.

The concern during this type of storm centers around the softening ground and the large trees throughout the city. Be mindful and alert to this concern as you shelter inside your home.

The Winterville Volunteer Fire Department, Winterville PD, Public Works and I will all be on call and ready to help you in case of emergency. We will open the Community Center for anyone who becomes displaced from their home or is in need of shelter from this storm.

Winterville Auditorium Public Input Session

Steps to Connect Challenge

Get ready for a fun challenge with your family and friends and connect with new people!  Family Connection-Communities In Schools of Athens (FC-CIS) Steps to Connect Challenge will happen during the month of September.  Our goal is to reach and involve as much of our local community as possible but anyone, anywhere can join in.  Participants will challenge themselves to walk, run, or bike.  They will select from three different mileage goals.  Participants will be divided into teams to add some friendly and lively competition on a “participants only” Facebook group page.  Team leaders will post encouragement to help you stay committed to completing your goal.  Our hope is that the challenge will inspire everyone to get moving and outdoors.  This event will be an important fundraiser for FC-CIS of Athens.  FC-CIS is a partnership of organizations and individuals working together for the success of all in our community. 
Registration (August 12 – August 29)  Register early!!
1st Step - One-time entry fee (cool T-shirt included for each participant)
$30 Individual
$50 Family (up to family of 5)
$15 Family or individual for those experiencing financial hardship

4th Step – Your team assignment (RED, BLUE, or YELLOW) will come in an email.
5th Step – The Challenge will begin September 1.  There will be daily encouragement from our Team Leaders and participants can share their experiences on the “participants only” Facebook Group page.  At the end of each week, we will email a form for logging your miles completed for the week.  The team with the most miles wins for the week and will be announced.
6th Step - T-shirts and goody bags will be available for pick-up on the third week of the challenge.
We will finish the challenge by announcing the winning team for most miles completed!
Looking forward to the camaraderie and getting out and about.  See you on the road and trails!

Proposed Property Tax Increase

The City of Winterville today announces its intention to increase the property taxes it will levy this year by 7.73 percent.

Each year, the board of tax assessors is required to review the assessed value for property tax purposes of taxable property in the city. When the trend of prices on properties that have recently sold in the city indicate there has been an increase in the fair market value of any specific property, the board of tax assessors is required by law to re-determine the value of such property and increase the assessment. This is called a reassessment.

When the total digest of taxable property is prepared, Georgia Law requires that a rollback millage rate must be computed that will produce the same total revenue on the current year’s new digest that last year’s millage rate would have produced had no reassessments occurred.

The budget tentatively adopted by the City of Winterville requires a millage rate higher than the rollback millage rate. Therefore, before the City of Winterville may finalize the tentative budget and set a final millage rate, Georgia Law requires that three public hearings be held to allow the public an opportunity to express their opinions on this increase.

All concerned citizens are invited to the public hearings on this tax increase to be held at the following locations at the indicated times:

The public hearing ( Charter Amendment ) and City Council Meeting will be held in the Auditorium tomorrow evening/Tuesday, June 16th beginning at 6:30 p.m.. Please make plans to attend. The Auditorium has been disinfected and we will have hand sanitizer available. The front doors of the auditorium will remain open throughout the meeting. Please wear a mask if you can and practice social distancing as you find your seat. Thank you in advance and we hope to see you then!

City Council Meeting and Public Hearing - Tuesday, June 16th

The regular meeting of the Winterville City Council has been rescheduled for Tuesday, June 16th and it will be held in the Winterville Auditorium. The public hearing regarding the Charter Amendment ( Beer and Wine ) will begin at 6:30 followed by the regular meeting. The Auditorium will be disinfected and guidelines for attendance will be communicated beforehand for your safety. Please make plans to join us!

Coronavirus Update - May 28, 2020

This afternoon, we held another conference call with our two local hospitals and other local healthcare providers and want to share the latest updates in the fight against COVID-19.

As has been reported on social media over the last couple of days, there has been a slight uptick locally of in-patient positive COVID-19 cases - which can be largely attributed to nursing homes and transfers from other facilities. Other providers have not seen significant differences in their numbers. For the latest number of cases and deaths by county, please visit

This information serves as another reminder that we must be especially careful and take extra precautions with our most vulnerable populations. The state is actively assisting nursing home facilities through the National Guard, Department of Public Health and all other available resources.

In order to help protect those most vulnerable, we must continue to be smart - wash our hands, social distance, wear a mask when unable to social distance and disinfect commonly used surfaces and areas.

Please know that our hospitals and healthcare facilities are safe to visit to take care of other medical conditions. It's critical that individuals feel comfortable seeing their healthcare providers - which are taking all precautions to ensure a safe environment for everyone.

As a reminder, testing remains available to anyone regardless of symptoms. To schedule a test, please call the Northeast Health District’s hotline at 706-340-0996. The UGA/AU Mobile Clinic continues to do great work, having tested hundreds of individuals covering areas of the community where there are potential cases - particularly in underserved communities. The Mobile Clinic hotline is 706-308-4092.

We continue to remain in regular communication with each other and our healthcare providers and stand ready to assist in anyway as we continue to move forward as a community.

Seeking Candidates for Joint Development Authority


The City of Winterville is seeking qualified candidates to fill terms on a joint development authority which was created on Tuesday, April 21, 2020.

The Joint Development Authority of the Athens-Clarke County Unified Government and the City of Winterville was established to provide a route to economic development activities that are unavailable to either local government, potentially including loan support, tax benefits or property transfers that serve in the best interest of the establishing local governments. It includes each Mayor (or designee) as a member, as well as three additional residents from Athens-Clarke County and two additional residents from Winterville.

The initial appointments shall be for term expiring on April 30, 2024. Applicants must be a City of Winterville resident. The deadline for receiving applications is Thursday, May 7.

The Mayor and Council is tentatively scheduled to conduct phone interviews on Friday, May 8. After the deadline for receipt of applications, if you are selected for an interview you will receive notification of your interview time. If you will be out of town or otherwise unavailable on this date, let us know at the time you submit your application.

Appointments are tentatively scheduled to be made at the Mayor and Council meeting of Tuesday, May 12. You will receive notification from Mayor Ferrelle following the date of this meeting. May 5th Charter Amendment Hearing

NOTE: The first hearing has been rescheduled for June 16th at 6:30pm. The second hearing has been rescheduled to July 14th at 6:30pm.

Dear Wintervillians,

Due to the Corona Virus and our commitment to providing full participation for our citizens regarding this very important matter, we are cancelling the May 5th Charter Amendment Public Hearing. 

The Governor's Emergency Shelter in Place order is still in effect for certain segments of our community until May 13th and we want everyone to have the opportunity to offer their comments in the public forum.  State law also spells out that municipalities wishing to amend their Charter are to hold two public hearings during regular meetings within 60 days of each other.  We just simply cannot do that under current conditions.  Therefore, Virus permitting, we are planning to start the process over and have the public hearings in June and July.

City Council and Public Hearing Reminder

The regular meeting of Winterville Mayor and Council set for Tuesday, April 14th at 6:30 p.m. has been moved to Tuesday, May 5th at 5:30 p.m. The Charter Amendment Public Hearing has also been moved to Tuesday, May 5th at 5:30 p.m. We will continue to monitor the Corona Virus and take the necessary steps as we near that date.

Firefly Trail Local Action Committee

Local supporters of the Firefly Trail are encouraged to volunteer in organizing a Winterville Local Action Committee (LAC).  The role of the LAC is to advocate for and enhance popular support of the trail supporting local officials in its maintenance, development as a public resource, and encouraging local use of the trail.  Eventually the Winterville LAC will coordinate with various LACs all along the 39-mile trail corridor.  Interested individuals will find an application here at the City's website which should be submitted to City Hall for consideration by Mayor and Council.
