Coronavirus Update - May 28, 2020

This afternoon, we held another conference call with our two local hospitals and other local healthcare providers and want to share the latest updates in the fight against COVID-19.

As has been reported on social media over the last couple of days, there has been a slight uptick locally of in-patient positive COVID-19 cases - which can be largely attributed to nursing homes and transfers from other facilities. Other providers have not seen significant differences in their numbers. For the latest number of cases and deaths by county, please visit dph.georgia.gov/covid-19-daily-status-report

This information serves as another reminder that we must be especially careful and take extra precautions with our most vulnerable populations. The state is actively assisting nursing home facilities through the National Guard, Department of Public Health and all other available resources.

In order to help protect those most vulnerable, we must continue to be smart - wash our hands, social distance, wear a mask when unable to social distance and disinfect commonly used surfaces and areas.

Please know that our hospitals and healthcare facilities are safe to visit to take care of other medical conditions. It's critical that individuals feel comfortable seeing their healthcare providers - which are taking all precautions to ensure a safe environment for everyone.

As a reminder, testing remains available to anyone regardless of symptoms. To schedule a test, please call the Northeast Health District’s hotline at 706-340-0996. The UGA/AU Mobile Clinic continues to do great work, having tested hundreds of individuals covering areas of the community where there are potential cases - particularly in underserved communities. We continue to remain in regular communication with each other and our healthcare providers and stand ready to assist in anyway as we continue to move forward as a community.

Seeking Candidates for Joint Development Authority

CITY OF WINTERVILLE SEEKS CANDIDATES FOR JOINT DEVELOPMENT AUTHORITY OF THE UNIFIED GOVERNMENT OF ATHENS-CLARKE C0UNTY, GEORGIA AND CITY OF WINTERVILLE

The City of Winterville is seeking qualified candidates to fill terms on a joint development authority which was created on Tuesday, April 21, 2020.


The Joint Development Authority of the Athens-Clarke County Unified Government and the City of Winterville was established to provide a route to economic development activities that are unavailable to either local government, potentially including loan support, tax benefits or property transfers that serve in the best interest of the establishing local governments. It includes each Mayor (or designee) as a member, as well as three additional residents from Athens-Clarke County and two additional residents from Winterville.

The initial appointments shall be for term expiring on April 30, 2024. Applicants must be a City of Winterville resident. The deadline for receiving applications is Thursday, May 7.

The Mayor and Council is tentatively scheduled to conduct phone interviews on Friday, May 8. After the deadline for receipt of applications, if you are selected for an interview you will receive notification of your interview time. If you will be out of town or otherwise unavailable on this date, let us know at the time you submit your application.

Appointments are tentatively scheduled to be made at the Mayor and Council meeting of Tuesday, May 12. You will receive notification from Mayor Ferrelle following the date of this meeting. Applications can be obtained on the City of Winterville website:

May 5th Charter Amendment Hearing

NOTE: The first hearing has been rescheduled for June 16th at 6:30pm. The second hearing has been rescheduled to July 14th at 6:30pm.

Dear Wintervillians,

Due to the Corona Virus and our commitment to providing full participation for our citizens regarding this very important matter, we are cancelling the May 5th Charter Amendment Public Hearing. 

The Governor's Emergency Shelter in Place order is still in effect for certain segments of our community until May 13th and we want everyone to have the opportunity to offer their comments in the public forum.  State law also spells out that municipalities wishing to amend their Charter are to hold two public hearings during regular meetings within 60 days of each other.  We just simply cannot do that under current conditions.  Therefore, Virus permitting, we are planning to start the process over and have the public hearings in June and July.

City Council and Public Hearing Reminder

The regular meeting of Winterville Mayor and Council set for Tuesday, April 14th at 6:30 p.m. has been moved to Tuesday, May 5th at 5:30 p.m. The Charter Amendment Public Hearing has also been moved to Tuesday, May 5th at 5:30 p.m. We will continue to monitor the Corona Virus and take the necessary steps as we near that date.

Firefly Trail Local Action Committee

Local supporters of the Firefly Trail are encouraged to volunteer in organizing a Winterville Local Action Committee (LAC).  The role of the LAC is to advocate for and enhance popular support of the trail supporting local officials in its maintenance, development as a public resource, and encouraging local use of the trail.  Eventually the Winterville LAC will coordinate with various LACs all along the 39-mile trail corridor.  Interested individuals will find an application here at the City's website which should be submitted to City Hall for consideration by Mayor and Council.

March 24 Presidential Preference Primary Postponed & March 15-20 In-Person Early Voting Suspended

The evening of Saturday, March 14, 2020, the Georgia Secretary of State Office made an announcement addressing a State of Emergency related to COVID-19.

The March 24, 2020 (PPP) Presidential Preference Primary Election is postponed and moved to the May 19, 2020 General Primary. The PPP Election will take place with the General Primary. Early in-person voting on March 15 at the Board of Elections Office and March 16-20 at five different locations has been suspended.

PUBLIC NOTICE

The City of Winterville, acting by and through the Mayor and City Council of Winterville, desires to amend of the Charter of the City of Winterville pursuant to its authority conferred by the Constitution and the Laws of Georgia.  The purpose of this amendment is to remove the Charter’s restrictions that prevent the Mayor and City Council from granting licenses to sell malt beverages and wine within the City of Winterville.  Therefore, the Mayor and City Council of Winterville propose that Section 25 of the Charter of the City of Winterville be amended to delete the following from Section 25 in its entirety:

The Mayor and City Council shall be forever prohibited from granting license in any form to anyone to sell spirituous, vinous, malt or other intoxicating liquors within said City of Winterville, and the said Mayor and City Council shall have right and authority to pass an ordinance prohibiting anyone from keeping any kind of intoxicants for the purpose of illegal sale within the corporate limits of said city.
And to substitute the following words in lieu thereof:

The Mayor and City Council shall forever be prohibited from granting licenses or permits in any form to anyone to sell distilled spirits within the City of Winterville.  The Mayor and City Council shall be authorized to grant licenses or permits to persons to sell or manufacture malt beverages or wine within the City of Winterville in accordance with the laws of the State of Georgia and any rules, regulations and ordinances enacted by the City of Winterville.

Any portion of that Charter in conflict with this ordinance amending the Charter of the City of Winterville will be repealed upon final adoption of the amending ordinance. 

Public Hearings on the ordinance amending the Charter of the City of Winterville will be held at the Mayor and City Council’s regular meetings on March 10, 2020 on April 14, 2020, both of which will be held at Winterville City Hall, 125 N. Church Street, Winterville, Georgia 30683 at 6:30 PM.  A copy of this ordinance is on file with the Winterville City Clerk and the Clerk of Superior Court of Athens-Clarke County for purposes of examination and inspection by the public.  A copy of the proposed amendment is available upon written request to the Winterville City Clerk, Wendy Bond, 125 N. Church Street, P.O. Box 306, Winterville, GA 30683.

Community Garden Potluck

The Community Gardens registration potluck will be held on Monday, February 17, at 6 p.m., at Winterville City Depot.

It would be very helpful if anyone who is not planning on gardening with us for the 2020-2021 year could please let us know.  A very brief reply to this email would be great!  I know a few of you have told me already, but a double-check would be good.  You do, of course, have until the end of February to have your garden box(es) ready for a new gardener.

Tree Commission Meeting

The Tree Commission will be holding an informational/interest meeting about a potential new tree care volunteer education program at the Depot on Monday, January 27, 2020, at 6:30 p.m. (thirty minutes before the Town Hall meeting). The aim of this program is to develop a team of knowledgeable Winterville residents who will be able to assist other residents and the City with their tree management.  

This Winterville Tree Steward program will focus on a broad range of topics, covering all aspects of tree care and maintenance.

Winterville Town Hall

Please join us to kick off the new year and discuss all things Winterville. We will be joined by representatives from the Board of Elections who will demonstrate the new voting machines being put in service this year.

 

Following the demonstration we will discuss the Charter Amendment regarding Beer and Wine in the City, the Farmers Market, FFT and Dollar General Project updates etc. The Tree Commission will be on hand for a quick presentation as well. Don't miss this one!
